Pre owners on the O2 network in Europe can now get their latest webOS updated to webOS 22.214.171.124. German-language tech site, Heise Mobil, reports that Palm has enabled bluetooth tethering as part of webOS 126.96.36.199.

In the UK, O2 has been having problems with the huge amount of data being schlepped around the network by iPhones. O2 CEO Ronan Dunne told the Financial Times that performance of the O2 network had been disappointing since this summer and that the company was trying to cope with the increasing number of mobile apps running on devices such as the iPhone. TUAW reported a multi-day data outage that affected O2 users just a few weeks ago.

O2, UK’s wireless provider has admitted that they too are facing network woes, due to the high traffic volume from iPhone users. For the last six months they’ve been experiencing problems and some customers have not been able to make calls or transmit data due to the strains. O2 has seen an 18 times increase in data use since the beginning of the year, but are now accounting for the extra stress with additional capacity.

O2 announced details regarding pricing and availability of the Palm Pre in the UK, Ireland and Germany. The Palm Pre will be available on October 13th in Germany and on October 16th in the United Kingdom and Ireland.
